City Administrator
The City Administrator is appointed by the Mayor and confirmed by the City Council. The City Administrator is the chief administrative officer of the City and has supervision of all employees. The City Administrator is responsible to the Mayor and City Council for the proper administration and operation of all city departments and affairs and as such makes frequent reports to the Mayor and City Council on these matters.
The City Administrator's office is in the front of City Hall located on the southeast corner of Santa Fe Avenue and Topeka Avenue at 101 E. Santa Fe Avenue.
The current City Administrator is Steven "Flip" Hutfles. Flip was born in northern Illinois and was raised in Seneca, Illinois, a small town similar to Burlingame. While growing up Flip spent his summer vacations at his grandparents farm in Nemaha County, Kansas.
Flip graduated from Newberry College in 1992 with a Bachelor's Degree in Political Science. After Newberry College Flip attended Clemson University were he received his Masters in City and Regional Planning. Next, he served two years in Western Russia as a Peace Corps Volunteer, helping local governments. After the Peace Corps he went back to school to obtain his Masters in Public Administration. He then went to work for Putnam County, Florida as a County Planner. After working for a year and half in Florida Flip accepted an offer to serve with the United Nations. Flip work for four years in Kosovo training local officials and building effective local governments. After leaving the mission Flip worked for a year in Peculiar, MO as Assistant to City Administrator/Director. In January, 2007 Flip accepted the position of City Administrator for the City of Burlingame.
As the City Administrator for Burlingame he is responsible for the day to day activities for all city departments. He answers directly to the Mayor and City Council. His job duties include the following: 1. Maintains general administrative and managerial supervision over the various functions, departments, personnel, projects and services of the city of Burlingame, Kansas; 2. To recommend to the Mayor and City Council and other boards for hiring and discharging appointive officers and employees; 3. To prepare and submit the annual budget of the governing body and keep such body fully, completely and timely advised as to the financial condition of the city; 4. To supervise, direct and assign the duties of all appointive officers and employees; 5. To exercise general supervision and control over all city purchases and expenditures in accordance with the budget and such policies as may be established by the governing body; 6. To recommend to the governing body a schedule of salaries for all officers and employees; 7. To care for and manage all city-owned land, property, buildings and equipment; 8. To develop and prepare such planning, short-range as well as long-range, as the governing body shall request and shall submit such planning to the governing body for action; 9. To attend all meetings of the governing body and such other meetings of commissions and other organizations as the governing body shall designate and shall regularly report on the status of the city and its services to the governing body; 10. To make such recommendations to the governing body as are deemed necessary for effective administration of all city services; 11. To be responsible for the proper and efficient discharge of the duties of all city administrative officers and employees; 12. To perform such other duties as the governing body may direct; 13. Prepares and delivers reports to Council; 14. Promotes economic development projects; 15. Investigates and prepares the writing of grants for the city; and 16. Responsible for organizational development.
